Amendments to the Electronic Queue Reservation System for More Efficient External Land Border Crossing

On 25 November, the government approved the amendments prepared by the Ministry of Transport to the Cabinet of Ministers regulations "Regulations on the electronic queue reservation system for crossing the external land border by vehicles", in order to prevent fraud cases related to registration in the electronic queue reservation system for vehicles crossing the external land border.

The regulations for the electronic queue reservation system for vehicles crossing the external land border set out the procedure by which vehicles are registered in the electronic queue reservation system to organise vehicle queues for crossing the state’s external land border at road border-crossing points. The electronic system has been in operation since 15 October of this year. However, during the first month of its implementation, fraudulent activities were detected, including the use of bots to manipulate reservations, which creates an artificial queue and restricts access for other users.

The changes proposed by the Ministry of Transport stipulate that after registration in the electronic queue reservation system, the correction, adjustment, or modification of data is not permitted. At the same time, in order to ensure proportionality, exceptions are provided for changing vehicle driver data. Such changes, while retaining the possibility of modifying driver information, can be implemented within the GoSwift technical solution, which requires a three-month transition period for development.

Certain restrictions on bus transportation will be in place starting November 1st, 2025

According to Cabinet Order No. 643 of 7 October 2025, “On imposing restrictions for crossing the border of the Republic of Latvia–Republic of Belarus and the Republic of Latvia–Russian Federation while conducting international occasional passenger services by bus”, a prohibition has been established for carriers to perform international irregular passenger transport by bus across the Latvia–Belarus and Latvia–Russia borders at the Pāternieki, Grebņeva, and Terehova border crossing points from 1 November 2025 to 31 October 2026. The prohibition applies to all carriers, regardless of the carrier’s legal entity or the country of registration of the vehicle.
